The Supplement to the First Report contains Churchill’s letter of 1st September 1914 to General Douglas.
Cohen Vol. III p.1652:
“The report is filled with quotations from Churchill’s testimony before the commission and excerpts from, or full texts of, telegrams and other documents drafted by him.”
The first report has watermarks throughout, but as you can see in the pics the text is clearly visible but the pamphlet is in no way affected other than this discoloration.
